Vermont has expanded its medical marijuana program under a law that took effect on June 10, 2024, without the governor’s signature. The new legislation allows retail cannabis stores to apply for medical cannabis licenses, enabling them to sell higher-potency cannabis products to qualified patients tax-free. This adjustment aims to resolve challenges rural patients face in accessing licensed medical cannabis dispensaries, especially in areas like the Northeast Kingdom, where patients often travel hours to find services.
The law’s implementation could improve access for the state’s 5,000 registered medical cannabis patients while revitalizing local retail cannabis businesses affected by declining dispensary sales. However, concerns remain about regulatory oversight, particularly preventing high-potency cannabis products from entering the broader retail cannabis market. As the state’s Cannabis Control Board and lawmakers refine the program, potential amendments and oversight mechanisms may emerge in upcoming legislative sessions.
